In a medium saucepan over medium high heat, add oil.
Add onion and garlic and saute until translucent. About 5-6 minutes.
Add cumin seeds and stir well.
Saute for 2 minutes.
Sprinkle in rice flour and stir well.
Saute for 1 more minute.
Add beets, tomatoes, water and salt.
Stir well.
Reduce heat to low.
Cover and simmer until beets become tender.
About 35-40 minutes.
