In a medium pot over medium-high heat, add the vinegar, peppers, garlic, and salt.
Bring to a boil.
Reduce heat and cover.
Simmer for 20-25 minutes.
Allow to cool and then pour mixture into a blender.
Set pot aside.
Blend until smooth, about 2-3 minutes.
Strain through a mesh strainer.
Pour back into pot.
Bring mixture back to fast boil over high heat.
When mixture reaches a boil, turn off heat and allow to cool.
Pour into airtight container.
